1.0 MISSION STATEMENT
1.1 Every outdoor soccer player deserves equal playing time regardless of his/her ability to play.

2.0 REGISTRATION
2.1 Players eligible for registration are those born between January 1, 1992 and December 31, 2006.
2.2 All players must have a completed registration form signed by a parent or guardian.
2.3 Proof of birth must be seen by a club representative or must accompany a mailed in registration form.
2.4 All players must be registered on the O.S.A. RDS (Registration and Discipline System) a minimum of 48 hours prior to participating in any soccer related activity. Players may participate ONLY WHEN REGISTRATION IS CONFIRMED ON THE RDS.
2.5 Players will be placed in the appropriate age division based on their year-of-birth.
2.6 Players may be placed in a higher age division than their own only with the consent of the BYSC. Parents requesting their child(ren) play up are assuming the inherent increase in risk to their child(ren)’s safety, and should do so only after careful consideration.
2.7 Players who are developmentally or physically challenged may play in a division deemed appropriate for that child and his/her needs. This can happen only with the permission of the BYSC. A medical form from the player’s medical doctor must accompany this request. The BYSC must receive permission from the Southeast Ontario Soccer Association for this request to be permitted.

3.0 (A) HOUSE LEAGUE TEAMS
3.1 Players will be allocated to a team in their respective age divisions.
3.2 Players will be assigned to a team based on a January 1 - December 31 birth year.
3.3 With the exception of the U4/5 division, house league divisions will be separate by female and male divisions where numbers within these divisions permit.
3.4 Females may play on male registered teams.
3.5 Males may not play on female registered teams.
3.6 Teams will be formed with no more than 14 players per team in mini divisions (U10/11 and younger), and 18 players per team in youth (U12/13 and older) divisions. Numbers of players assigned to teams will be at the discretion of the BYSC.
3.7 Players cannot be guaranteed permission to play with another child of their choice. Exceptions to this are a request for a sponsor’s child to play on a sponsor’s team, a coach’s child on his/her team, and families requesting siblings playing together. The BYSC reserves the right to place players on teams, and the primary focus will be forming even teams.
3.8 Each team will have at least one coach and may have up to three coaches assigned to it.
3.9 The BYSC reserves the right to switch players from one team to another team within the division prior to the third game of the season in order to evenly strengthen teams. This only applies to the U8/9 and older divisions.

3.0 (B) COMPETITIVE TEAMS
(The term “Competitive” is inclusive of rep, all-star, and development teams).
3.10 Every effort will be made to form competitive teams for all divisions advertised.
3.11 Players wishing to try out for any BYSC competitive team must first register for try-outs by submitting a completed Competitive Team Try-Out Registration Form and try-out fee to the BYSC office.
3.12 A tryout list for each age classification will be drawn up by the BYSC and distributed to coaches of each respective team. Coaches will contact each player to advise them of the tryout schedule.
3.13 All competitive teams are madated to participate in the Belleville Comets Invitational Tournament.
3.14 By participating in the competitive try-outs, parents or guardians are acknowledging that should their child be selected for the team additional fees will apply above and beyond the initial registration fee. This fee must be submitted to the BYSC on or before the 1st game of the season. Payment plans may be worked out for those who require it, however in these cases the parent or guardian should contact the BYSC Competitive Administrator immediately following selection.
3.15 Females may tryout and play on male registered competitive teams.
3.16 Males may not tryout or play on female registered competitive teams.
3.17 Players can only tryout for the competitive team appropriate for their age according to the OSA age classifications. However, rep teams may use under-aged players as guest players throughout the season as necessary.
3.18(a) Players who do not have a competitive team registered within their age classification according to the OSA age classifications may try-out and be signed by a competitive team at a higher age classification. Players may not sign with a team that is 3 age groups older than the age group that the player is registered.
3.18(b) Competitive Teams may use under aged players as "Call-ups" or AP's throughout the season as necessary. The proper "Call-up" or AP player process must be followed under the current Play-up Permit System.
3.19 All-star teams (if applicable) cannot use guest players ie: Call-ups during regular league play.
3.20 Players who try out for a competitive team and are not offered a place to play on the team will be placed on a house league team. Those who make the Development team are also assigned to a regular house league team for their regular league play; however the team gets together for additional development opportunities.
3.21 If a player tries out for a competitive team, and is not selected for the team, and does not want to play in the BYSC house league they may withdraw and receive a refund in accordance with the BYSC refund policy and deadlines in place. Parents must inform the Club office of their request to withdraw their child. Informing the competitive team officials does not initiate the withdraw process.
3.22 Competitive teams will play within a travelling competitive league.
3.23 All-star teams (if applicable) will play within the BYSC house league in the division directly above that appropriate to their age classification. Although all-star teams participate in the house league they are not allowed to participate in the BYSC house league tournament.
